If you need money for storage you could have a file limit for free users and than have a premium tier that would allow more storage. It would be better to have it as more of a utau/vocaloid cloud service. You could even have an Utau plug-in which would sync with the client and allow instant uploads of created projects and cloud storage.ĮDIT: I see that you want this to be more of a static database.

I think it would be cool to have a desktop client which could download the UST/VSQ(x) automatically, download the required voicebank (for Utau), and open it in Utau/Vocaloid. Plus, it may discourage the company to update the vocaloid because they'll think that it's not worth it if it's not gonna sell. I didn't experienced it with vocaloid but with one of those "free paint tool Sai". Personnally, I don't like illegal downloads because there is a risk of catching a virus. Or, you can try UTAU or deepvocal which is compatible with vocaloid files (vsq and vsqx) and the parameters are similar. Try the trials first just to be sure if you really want it. On the official vocaloid store, Miku is there but in the Japanese store, not English.
